No, not everyone can issue an ISO 14001 certificate. ISO 14001 certificates may only be issued by certification bodies that are authorized and recognized by the relevant accreditation authorities. For a certificate to be valid and internationally accepted, the certification process must be carried out by an officially accredited certification body. Certificates issued by unauthorized individuals or organizations are not considered valid ISO 14001 certificates.
